SCO UNIX V/386 uuxqt woes

We're using HDB uucp under SCO UNIX V/386 release 3.2, and uuxqt is acting
strangely -- it usually refuses to do anything.  I've been reduced to clearing
out the spool directories by hand the last couple of weeks.  uulog -x shows
lots of entries like this:

	uucp system  (12/2-0:09:00,27008,0) QCAUGHT (QSIGNAL 11)
	 system  (12/2-2:09:01,27143,0) QCAUGHT (QSIGNAL 11)

interspersed with a few entries that show successful execution.  generally,
rmail and rnews are the commands being executed.  uucp is permitted, but
i haven't seen it used by any of our neighbors recently.

when we fire up "uuxqt -x9" to see what's going on, it either doesn't do
anything, returning immediately to the shell prompt, or it gives a message
like this and then the shell prompt:

	** START **
	Uuxqt limit 2 -- found 0 -- continuing
occasionally with one more line:
	User - uucp
In any case, it doesn't seem to add anything to the log files accessed by
uulog -x.

Does anyone have a clue as to what our problem is?  our filesystems all have
more than 20 MBytes free, so it's not a space issue.
