I don't know where that idea came from but it is false.  RTFM for the
mkfs command.  Note that one option is to specify the blocks AND the
inodes in the format "blocks:inodes".  I've sent the original fellow
email regarding how to fix this problem.  I'll post if there is enough 
interest.
