/usr/bin/tar in 386/ix

The ISC /usr/bin/tar command does not work with the -r option to append to the
end of an existing tar archive on some systems.  After several people compared
machines, it was finally determined that the ISC NFS ver 2.0 package installs
a new copy of /usr/bin/tar which is dated July 21, 1989, and size of 31046.

This version works with the -r option, but I would imagine that a much more
serious problem exists in it to prompt inclusion of this in NFS.  Does anyone
know what this might be?
