dcopy is broken

I was trying to copy two filesystems, both unmounted, both identically sized
at 29 MB in length.

dcopy -v /dev/rdsk/1s2 /dev/dsk/0s2

everything looks good, however, system types:

Got 33792 bytes for inodes (that's 520 directories)
	Pass 1: Reorganizing file system

It grinds for about half an hour, then types:

dcopy: Can't get mem for directory

A quick "file /etc/dcopy" shows that it's COFF small model.
Perhaps this program hasn't been made to work under the 80286
segmented memory architecture?
