You are not saying which macro package you are using with the A4 paper.
Generally, I should think that using a macro package, and setting the top
margin to larger than .3i, you should not see this.

If you are using troff requests directly, without a macro package, you
need to put a ".sp |.3i" at the beginning of your document, since the
Laserjet and all its clones do not print right to the edge of the paper.

Feel free to e-mail questions on jetroff - I am using it extensively on
both 286 and 386 systems.
