Strange UUX problem

I have a little uux problem.  Machine A is trying to uux onto machine B.
The connectivity is fine (Uutry works).  The /usr/lib/uucp/Permissions file is
fine.  /usr/lib/uucp/Maxuuxqts contains '2'.  The uux jobs are succesfully
transferred to machine B and placed in the spool directory.  All file
permissions in /usr/lib/uucp are fine (readable by uucp, owned by uucp,
group uucp).  Everything is fine.

Unfortunately, the jobs are never executed.  They just stay there (or have
for the last 24hrs or so).  There are no other uux jobs running (no UUXQT
processes are active).  Nothing seems wrong, yet it doesn't work.

Machine B is a 3B2/500 running SVR3.2.1.

Is there some way to disable uuxqts other than setting Maxuuxqts to 0?
Has anyone ever seen anything like this before?  Am I losing my mind?
