The original reference does not say that the memo is sent. It says that
the memo is "ready to be sent". (Actually it is merely "edited". "Ready"
is entirely subjective :-) ). Anyway, you don't *have* to get vi from
"~v"; you can set the VISUAL and/or the EDITOR environment/mailx variables
to chose the editor you prefer.
