setkey from terminal

I amy running Uport ver 2.3 on a 286(what else) and am trying to use setkey
from a terminal. When invoked I get

$ setkey f9 "whatever"
Getkey ioctl: Invalid argument

Is there something that disallows it from being set from a terminal 
(only can be used on virt cons)? 

The main reason I am trying to do this is to get the function keys to work
while in emacs and filePro. I use a dos machine hooked in thru procomm as
my main link to my unix box. The way I am set up it is a pain to use the 
unix box' monitor (it sets up on a shelf).

Only problem with using procomm is that I can not use the pgup/pgdn keys 
for moving thru the screens.

Any light shedded will be appreciated.
