Can you explain tar, compress, uudecode to VMS, PC users?

I run a mail server that is used by many different people using
many different computer setups.

The files I send out are usually uuencoded, compressed, and somtimes
tar'ed. Of course I get lots of mail from users on PC's or running
VMS, etc... asking how to extract the files.

Before I go to the trouble, do anyone have a files explaining how
to extract those formats on different platforms and perhaps
know where to get the software needed? I would like to send a
standard file instead of help each person with the same problem.

If I had a uudecode.exe on my server for MS-DOS, how would I mail it
to someone? I would guess I would have to tell them to go find it
and them I can get them the rest of the tools needed.

Thanks for any help,
