Reading Mac Disks (without a mac)

I submitted this query last year and no solutions turned up, but let me try
again.

I want to be able to plug a macformatted 3.5-inch diskette into the floppy
drive of either an IBM PC or a Sun 386i and extract ASCII files.  Is there
such a Unix or MS-DOS utility that would let me do this, such as a format
program that formats disks readable by both machines?  Or is there perhaps
an add-on disk drive unit that I can buy to do this.

I don't have a MacIntosh at my disposal, but I receive mac diskettes in the
mail and need to read text files off of them.  I can have another department
translate them for me, but that doesn't work out that well.
