BASH on Sun with dumb terminals

I got a copy of bash and gave it to our System Administrator.  He built
it, and it worked fine on both Sun 3 and Sun 4s if we were using a Sun work
station.  However, it behaved strangely when using any PC (running Procomm
and looking like a vt100) or vt220.  Some characters were accepted, but
others weren't.  It seemed like it was running with the wrong parity
(certain characters were ignored, but others were fine - the same
characters always behaved the same way.)  He claims that the parity is set
up fine.  The same terminals & PCs work fine on sh, ksh, and csh.
