Xaw with ISC X11 version 1.2

I can't build several contrib programs under ISC unix ver 2.2, X11 R3 ver 1.2.

It seems that Xaw and Xmu libraries and ".h" files were not included on the
developer's set.

How can I build things such as Xfig (ver 2) and BITMAP?
