X11R4 VGA source now available on zok

Source code to Thomas Roell's X11R4 VGA server for ISC Unix (formerly known
as 386/ix) is now available in the West Coast UUCP X11 archive.  Patches to
the MIT source code tree for ISC Unix are also included.

"tape-1" of the MIT X11R4 release (with all 18 official MIT fixes applied)
is required prior to building this server.

I created a separate top level subdirectory in the archive for this code
since it's not from the /contrib code found on expo.lcs.mit.edu.  The
files are:
