gcc can't find libg.a on 386 running ISC SYSV

I am installing gcc on a 386 running ISC SYSV R3.  I have used the
i386-sysv-gas configuration and have followed the instructions in the
README-ENCAP file.  The library conversion and installation outlined 
in README-ENCAP has been done as well as the installation of all of the
binutils except gprof (because it is compiled with gcc).  However, I get 
the following message during the link process when using gcc:
    /usr/local/lib/gcc-ld: No such file or directory for libg.a

Currently this is happening when I try to compile either gprof or run
the stage1 recompilation of gcc.  I have tried creating a dummy libg.a
in my /usr/local/lib directory, but that hasn't helped.  

Am I missing a step?  Any help would be appreciated.
