Do MX records work with local first in /etc/svcorder?

In /etc/svcorder, I have

local
bind

to try and cut down on traffic on our network link by trying to resolve
addresses in /etc/hosts before using the nameserver. The problem is that
with bind second, mail to sites with MX records bounces. If I put bind
first, it works fine. Has anyone else noticed this? Or am I dumb for
putting local before bind in the first place?
