Help on modem problem

Here's the set-up:
VAXstation II/GPX, running Ultrix 2.3 and UWS 1.2, vanilla with NO
patches of any kind
DHV-11 8 port multiplexer
Kernal line for DHV device specifies flags 0xf9, which should mean
ports 0 and 3-7 are treated as though carrier is always
present, and ports 1 and 2 reflect the true carrier signal
from the device. That is, 0 and 3-7 are hardwired terminals
and 1 and 2 are for modems.
/etc/ttys sets ports 1 and 2 "on modem shared", with getty being given
S2400 as its arg.
The problem:
We've got a Hayes Smartmodem 2400 clone, and it doesn't work on any
of the modem ports. The modem is configured as follows:
AT &F &W
AT B0 E0 H0 L2 M1 Q1
AT P
AT V0 X4
AT &C1 &D2 &L0 &M0 &P0
AT S0=1
AT &W
On either port, the DTR line seems to be swinging back and forth, so
we get random periods when the modem will accept incoming calls, and
others when it won't.
Trying to use tip to go out never works, get "all ports busy" sort
of message.
In my own bit of C code, I successfully open the device, but any ioctls
which I try fail with a "not a tty" error code.
If I leave it for a long time (several weeks), the getty process
gathers about 3.5 minutes of run time.
Diagnosis:
Anyone able to help ? Is this a driver bug. or am I way out in left
field on something ?
