'rcp' performance problem

We are currently experiencing the following problem :
'rcp' command issued from masscomp system to ultrix target node seems
to die after a minute i.e. : data transfer rate slows down abnormally.
Has anyone else seen this ?
Users issuing these commands stated that they had no problems at all with
the command above under Ultrix 1.2.
What we often do is copy an entire directory tree from the ultrix
node to the masscomp.
When the remote copy starts it is quite clear that everything goes
fine.
This can be verified by issuing multiple 'du' commands at the
tree being generated on the masscomp system.
But as I said above after a minute it seems that data transfer rate
drops drastically.
We suspect the ultrix system since we don't experience the problem
between a Sun and the same masscomp system
We went directly from Ultrix 1.2 to Ultrix 3.1 , so perhaps this
problem was introduced in between ?
Hardware configuration : VAXstation II/GPX (Ultrix 3.1)
13 Megs memory
