UUCP line speed limitation

I am running a VAX 11/785 with Ultrix 2.2 (I know, very old release
but I can't upgrade quite yet). I am trying to get uucp to work 
with a Telebit modem on a DMF32 port at 19200 baud. I can run a 
terminal on the port at 19200 but when I try to run uucp I get
a "BAD SPEED" message from uucico and it fails. Leads me to think
that the software does not support that speed, even though the
hardware is capable. Does anyone know of a patch I can apply to
run uucp at 19200 on the port ??   Here are some of the important
administrative entries:
