DECserver 200 baud rate not set consistently by Ultrix 4.1 tip command

I have an Ultrix /dev/tty21 LAT port configured to connect to a DS200
autobaud LAT port, but when I specify this in /etc/remote for "tip":

    ty:dv=/dev/tty21:br#2400:pa=even:

tip connects to the port but does not set the parity or the baud rate of
the port.  Actually, rarely and in circumstances I've not been able to
reproduce consistently, it does set the baud rate, but never the parity. 
99% of the time, the baud rate remains at "4800".

Looks like a race condition to me.  Makes using tip and uucp through my
autobauding modem impossible.  I have to sign on to the DECserver and
manually set the port before using tip.
