uucp-sendmail interaction problem

Last week, I had to reinstall my uucp files.  (lost backups + -D -d problems
with setld between Ultrix 3.0 and 4.0 documentation)

I have reinstalled from another 3.0 system. uucp works
sendmail works.  I can mail around over our ethernet with no problem.  I can
send mail out to uunet from my host.

What I can't do is send mail from a host on the ethernet to this host for
forwarding to uunet.  (Duh Uh It used to work Uh) I get a message 

"554 Service unavailable cannot execute /usr/bin/uux."


Cannot exec '/usr/bin/uux' errno=13
554 <xxxxxxx at nswc-wo.ARPA>... Service unavailable
