funny defaults in /etc/disktab?

I'm trying to set up a few Decstation 3100's with Ultrix 4.0.
They have rz24 (~200meg) internal drives. I want to change
the default partitioning to make /var and /tmp into separate partitions
and decrease the size of the swap area.
How come the default disktab entry doesn't have partition sizes that are
on cylinder boundaries?

If there are 409792 sectors and 1348 cylinders, that means 304 sectors
per cylinder, right?
So the "a" partition wastes 64 sectors and the "g" wastes 288 sectors
if I use this entry. Playing with "newfs -N" backs up theses
numbers, and when I use multiples of 304, I don't get any messages about
unallocated blocks.
Is this due to Zone Bit Recording?
If so, do the Dec-supplied numbers give the most space?
