"can't get mbuf" messages

We are running Ultrix 4.0 on a VAX 3300 (with 20mb of 
memory) and we keep getting these:

can't get mbuf

messages on the console. The machine is also sitting
there effectively dead (extremely slow). Does anyone
know what this problem is caused by and how to fix it?
