a tar(1) that can be used with sndmsg

Does anyone have a tar that will create and read files suitable for
mailing with sndmsg, provided the tar'ed files are all nice line
organized ASCII without special ASCII characters.  The current tar
has a non-line organized header with NUL characters, which confuses
mailers in various ways.
