uucp speedup

A while back we proposed "C" and "D" subdirectories of /usr/spool/uucp
to keep directory sizes down and hopefully speed things up.
Well, we went ahead and tried it,
and it indeed speeds things up ALOT at duke.
There are three directories: "D.duke", "D." (other D files), and "C.".
None of them are "large" files (yet),
and /usr/spool/uucp itself is less than 1 kbytes!
Most importantly, uucp runs reasonable quickly,
even when communicating with several systems at once.

The change is pretty simple (and kludgy).
The files which describe and implement the change
are available as duke!~uucp/uudir.pdp.tar and duke!~uucp/uudir.vax.tar.
The files are also probably in decvax!~uucp/.
