setuid ignored for root

Any Unix "purist" logged in as root who doesn't want to
see setuid honored on the grounds that "setuid is supposed
to give \additional/ privileges" can run the set- program
under adb.  An "ignoresetbits" program using ptrace(2)
might not make such a bad addition to someone's next Unix
distribution.
