Note that the chklnk routine is in the original v7 uucp, but has been
removed at least from the 4.1bsd version, so others also share your
feelings.

The check for multiple links certainly is a pain in the ass...  I have
always sort of assumed that it's there so the path access restrictions
in USERFILE are not (accidently) subverted.  Obviously they can easily
be intentionally subverted by someone on that system, as you pointed out.
