Note that UNIX 3.0 has a standard subroutine called "getopt(3)" which
parses argc/argv vectors in a convenient, high level, CONSISTENT manner.
The only thing stopping the outside world from using it is that it
wasn't in any released version of UNIX before.  Even if the code itself
can't be passed freely to non-3.0 licensees, certainly the manual pge
can be used to rewrite it outside the labs (it can't be very much code)
and a compatible standard can be promoted by Berkeley.
