I've been working on a graphics extension to termcap,
tentatively called graphcap.

It uses a separate file, long identifiers, long total entries
(not limited to 512 bytes), and is compiled.
It provides access to almost all of the vt100 extra features,
as well as those of most other terminals that I can get my hands on.
It only provides raw access to those features, though, a la termcap
(no crossing lines). No current plans for a curses package
to do that stuff, but it's a good idea.

Since I'm doing it in my spare time it's going slowly,
but I'm happy to talk to people about it.

PS -- 2 short flames

(1) How about signing full names and usenet addresses?
I don't always recognize 'xyz' at an address that came through
    an arpanet gateway.

(2) I couldn't agree more with a recent message (somewhere)
about the deplorable English in use by programmers in general.
    Let's hear it for literacy.
