avg blocks/file

I have noticed that on our UNIX systems, the blocks/inodes ratio assumed by
mkfs seems to be too liberal with INODE entries.  Has anyone taken any averages
of the number of blocks/file?  It would be nice if some statistics were taken
and distributed so that mkfs could be made more realistic and we could safely
save some disk blocks.
