Why chsh restrictions?

The command "chsh" allows only the super user to select shells other than
/bin/sh, /bin/csh, and /bin/oldcsh.  Why is this?  Why shouldn't users
who hack sh or csh be able to use it as their login shell?  It could
verify your password, like passwd, before making the change if additional
security is desired.
