It's not really necessary, but it's used so that ioctl calls on the
file descriptor will work.  Without write permission you ``aren't
allowed'' to stty().  I put that in quotes because you really are
allowed to, at least in 4.1BSD (and probably everything except 4.2
where they will finally do the "impractical"?)
