11/23 kernal problem?

For the record and to fuel more thought, I too have experienced David
Hinnant's stuck kernal syndrom. I have seen it on an 11/60, an 11/44 and a
11/23 running V7. I have noticed that if the system is halted, the PC is
almost always in idle().
