changing packs on an 11/70 while its up

Have you ever wanted to change packs -- like on an RM03 -- while your
system was up, running off a different pack.  Well, I did today,
and was desperate to try anything....  This is what I came up with.

Problem:
	If you've tried this (with V7 or 2.8, I haven't tried with 2.9) you've
	noticed it doesn't work.  As soon as the pack is changed, the system
	refuses to recognize the drive.
Solution:
	I have that Remote Diag console, so I halted the machine (while the
	machine was running, in single mode by the way) and issued a
	controller-clear to the controller, in my case, the RM03.  I then
	continued the processor and returned to user-mode.  From this point
	on, the drive worked fine.
Question:
	Any idea why a controller-clear isn't done when things seem hopelessly
	screwed up?  I plan on checking out the 2.9 driver asap to see if
	it does this or not.
