I think that a terminal should be able to keep up with a 
9.6 data stream for simple ascii text display, but it
was a very bad decision to use ^S (XOFF) as a special character
in emacs. XON/XOFF flow control is the closest thing to a
universal standard protocol existing for serial lines.
