device resolution and the "-me" troff macros

We have discovered what we think is a bug in the way the -me macros
in troff handle footnotes.  A search through these macros has not
produced an answer.  We are wondering if anybody else has had this problem.

We have typesetter (device) independent troff here and are using it
with a device that has a resolution of 2540 units per inch.  Everything
seems to work OK except that not enought space is left at the bottom
of the page for footnotes when -me macros are being used.  The visual
effect of this bug is to spread a single footnote over multiple pages.
If we use the same document and the same macros at the normal C/A/T
resolution, then everything works find.   Does this remind anybody
of similar problems that they may have had?
