Broadcasting with sockets query

Can anyone suggest a checklist of things to do to get broadcasting to work
with sockets in the Internet domain?

I have a sender process and some receiver processes. The sender is supposed to
broadcast a message, the receivers pick it up and echo it to their screens.
Both sender and receiver programs work for "hardwired" addresses. Change the
sender to send a broadcast and nothing happens. The sender program is run as
root, since only root may send broadcast messages, and the broadcast address is
a 0 (actually 150.0.0.0 for our local set up).
The underlying net is an Ethernet.
The machines in question are a VAX 11/750 and SUN workstations (DEUNA and 3Com
controllers respectively).

Does anyone have any ideas what I may be doing wrong?
