Why should I be able to stop this process?

We are running a 4.2 system and have a program that will run other
programs as root.  If I do 'sudo tar c /usr/users', tar it is running as root
but I can still stop it.  I can't stop it with 'kill -STOP' but I can run it, 
^Z with 'csh' it and put it in the background.

Can anybody explain why I am able to do this?  Thanks.
