It is my understanding that this is a carry over from the OLD
days of UNIX (Pre 2.0) when one sync command or system call would
either (a) return before the update to disk was complete or (b) not
do a complete update (I am not sure which one, I have heard both).
In either case it is not necessary any more, but I do it anyway.
The additional calls don't hurt anything, and additional time is minimal since
there is nothing queued to be written after the first sync completes.
