4.2bsd kernel auto-nicing, scheduling

In the Denver Usenix proceedings is a paper by Jeffrey Straathof et al
of the Univ of Maryland which describes a new scheduler for BSD Unix
which they claim is both much superior and much smaller than the 4.2 or
4.3 ones.  I haven't yet read it, and didn't hear the talk.  The address
is Dept of Computer Science, Univ of Maryland, College Park, MD  20742.
Now why haven't we heard from Chris Torek about this?
