Bitmapped window software?

Am looking for a windowing package that is ultra-portable both in terms
of operating systems and display hardware. This is different from curses,
wms, etc which are all oriented twards character devices like terminals.

I am interested in a package that would support bit-mapped graphics where
the display device is a frame-buffer.

The ideal package would:

* Multifont bitmapped text in windows

* Graphics (lines, circles, rectangles, etc (GKS?)) in windows

* Window management (dealing with overlapping windows, connecting
  processes with windows, etc)

Is there such a package, or proto-standard that is available for cheap
or public domain?

Please mail me any suggestions or pointers!
