Ethernet debugging?

I am looking for some hardware/software combination to debug a
10Mb Ethernet LAN. The LAN connects diverse machines such as:
VAXes running 4.2 BSD, LISP machines (Symbolics & TI),
microVAXes running ULTRIX, Imagen 8/300 printers, IBM PCs, etc.

As of now, when the net misbehaves, we can pretty well determine
what's going on with the UNIX machines; everything else is
`solved' by trial and error and a lot of cable jiggling.

Ideally, the tool should be able to:
  * determine where the cable is broken
  * allow to send packets to any host connected on it
  * allow some selective traffic monitoring
  * ...etc...
Any pointers greatly appreciated. Please answer by mail, if there is
enough interest I will summarize to the net. Thank you.
