Converting mm/dd/yyyy hh:mm:ss --> long

Does anybody have the algorithms to convert MM/DD/YYYY HH:MM:SS dates
into the format used internally by UNIX?  If you have source code that
would be even better.  I'd like to be able to load the values into the
'tm' structure, call the function, and get the long representation of
that time back.
