Quite likely.  As an alternate CLI (extra-cost option, of course), VMS
now offers the "DEC shell" - essentially a Bourne shell, with cat,
awk, sed, etc., enough to unpack many shar scripts if you strip off
any "#! /bin/sh" line.

DEC probably noticed the money that Interactive Systems and The
Wollongong Group were making from products to make VMS look like UNIX.
I believe I've seen an ad for a third-party UNIX emulation of VMS.
