make importing SHELL

I said that $SHELL is a poor substitute for the #! in 4.3BSD.

This seems to be correct.  I investigated and found no evidence that
SHELL is used to decide which shell should be used to interpret a
script.

It seems that System V has no substitute for the #! in 4.3BSD.
