at

I'm trying to use "at" (under 4.3BSD on my Integrated "Solutions" VME
thing) and I'm having problems.  Every time I try even a simple thing:

    at -sm 1230
    at> echo hello world
    at> ^D

I get a nice mail message back from atrun with the error message:

    /bi: Can't execl shell

Looks to me like something's screwed in a major way.  Is "at" supposed to
work in 4.3?  Am I (not) doing something obvious or stupid?
