UNIX (R) System V Release 4.0 - Internationalization

Quoting (without the permission) from AT&T's
   UNIX (R) System V Release 4.0 PRODUCT OVERVIEW
"- a message handling facility, which provides a means of translating
   system messages to the user's native language"
"- support for national conventions (forms and rules used to
   communicate information)"

I know that because of the above there will be an additional
environment variable. I would be glad to learn more from someone
who has a "Migration Guide" before her/him. As it is where the
leaflet redirects me.
