Currently, yes.

There is a maximum number (65500) of inodes, which include files,
directories, and device nodes.

If a number is not specified when creating the filesystem, the mkfs
program will default to approximately the number of logical blocks
divided by 4.

The super-block occupies block one (a 512-byte physical disk block)
of the device.
