uuencode and uudecode are available from any  comp.sources.unix  archive.
When I  posted my source for Tex  I was  hoping people would have uuencode/
uudecode.

But then again, I posted Tex in Europe encoded for atob/btoa assuming that
everyone  would have those, and that was also a false assumption.
