Modem line not dropped

A short time ago there was a discussion concerning a user
logging out, but the telephone line not being disconnected.
I didn't have the problem then, so I didn't read the message.
Now I have the problem.

System:  SCO UNIX 3.2
	DigiBoard COM/Xi
	modems (modem is set to do a reset when carrier is lost)

Full modem control is being used (10 line RJ45).  Occassionally
when a user logs out the telephone line is not disconnected, leaving
the last user's shell for the next login.  The gettydefs entry
includes HUPCL.  And the problems only happens sometimes.

Can someone please email me conclusions from the discussion, or
a recommended remedy?  Thank you.
