Graphics Package Wanted

I need an application package for computer graphics which
generates U.S. maps as well as maps of the individual
states.

The software must run under Berkeley Unix 4.1 and
I would like to get a copy of the source code.
My area of application is network design, so I
would like to be able to draw US maps and then
overlay them with information such as network nodes,
links and currenpurchase the source code.
I would also like to be able to take a
closer look at the networks I configure for
particular states, thus I would need the above
capability on a state by state basis as well.
